This is a standard or "graduated pro-taper" shaft. It is:

12.4mm @ tip

13.8mm @ 14 inches

21.4mm @ collar

Medium-Soft leather tip

Uniloc joint (See pictures for an example)

Deflection of this model is just a little lower than similarly sized maple. It is nowhere near as low as my "Ultra Low Deflection" carbon shafts that I sell for around $200. (Those come from a different supplier).

This would be a great playing carbon shaft for someone currently using a plain maple who doesn't mind the graduated pro-taper. It could be used as a jump-break shaft if the tip were replaced with something harder or by those who use a side-ball break and prefer a softer tip to use more English on the break.
